Business forum titled “Business – government partnership in promoting Ukraine’s trade through better SPS transparency during DCFTA implementation process” took place in Kyiv on April 9, 2019. The main goal of the forum was to facilitate dialogue and share relevant information to improve Ukraine’s transparency and trade policies as it approximates its SPS regulatory systems to EU standards and regulations under the DCFTA. It focused on the need for Ukraine’s reform to be consistent with the obligations of the WTO SPS Agreement, and that the reform also appropriately considers international standards from the Codex Alimentarius, the OIE, and the IPPC. Representatives of the private sector and business associations discussed with government officials how to jointly address and comment on draft SPS measures notified to the WTO by other countries if the measures are viewed to be trade restrictive or lacking a scientific basis.

This business forum follows a study tour to Washington DC that was organized in December, 2018 for representatives of Ukrainian government and trade associations focusing on the US SPS system and WTO transparency issues and two round table discussions that took place earlier this year. It served as a valuable platform to outreach more relevant people and further disseminate information.

World Trade Organization (WTO) Sanitary and Phytosanitary (SPS) Transparency Program Workshop: Following a December 2018 USDA-sponsored study tour program to the United States, titled “The Role of Trade Associations in Engaging Government and Promoting Members’ Interests via SPS Transparency Disciplines,” the second workshop was conducted by BRIDGES for members of the American Chamber of Commerce (ACC). At this USDA-funded workshop, representatives of the grain industry met with government officials to discuss how to jointly address and comment on draft SPS measures, when notified by the WTO that other countries determine the measures to be trade restrictive or lacking a scientific basis. Another key issue that was raised during the meeting was the efficiency of logistics chains and infrastructure. The workshop brought together members of the ACC and government agencies such as the Enquiry Point, Unit for Foreign Relations and European Integration at State Service of Ukraine on Food Safety and Consumer Protection, Center of Transport Strategies, and the U.S. Foreign Agricultural Service. Read more >>

World Trade Organization (WTO) Sanitary and Phytosanitary (SPS) Transparency Program Round Table: Ukrainian Agribusiness Associations met with government officials to discuss how to jointly address and comment on draft SPS measures notified to the WTO by other countries when the measures are determined to be trade restrictive or lacking a scientific basis. At this USDA-funded roundtable, participants raised concerns that some legislation regulating agricultural business issues is not favorable to business development. It was also discussed that this could be avoided if business associations could play a more active role at the drafting stage of legislation while changes and corrections can still be made. The round table brought together representatives from the Ukrainian Agribusiness Associations and government agencies, such as the Enquiry Point, Unit for Foreign Relations and European Integration at State Service of Ukraine on Food Safety and Consumer Protection, the Export Promotion Office, and the U.S. Foreign Agricultural Service. On December 3-6, 2018 the U.S. Department of Agriculture (USDA) and the Kyiv-based company BRIDGES hosted a group of both public and private sector officials to learn how U.S. trade associations engage with US government agencies, specifically to address comments on draft SPS measures to be notified to the WTO.
